The Steering Committee members include representatives of funding organisations, plus two representatives of non-funding organisations. The funding organisations have significant responsibilities in the estuary and their common feature is that they are all either statutory bodies or bye-law making/proposing bodies. These organisations have the powers to make decisions and implement the management policies agreed collectively under the auspices of DEEM.

The power and responsibility for the Dart Estuary Environmental Management Plan is not vested in any single authority. Steering Committee members meet four times a year to discuss the work being done under the EMP.
